If I am unable to get a Business KakaoTalk Channel, can I send messages using a regular KakaoTalk Channel?

No, it’s not possible to use Conversation API to send KakaoTalk Biz Messages using a standard KakaoTalk Channel. KakaoTalk only offers Biz Messages to their Business customers.
