When you create a LINE Official account, you are assigned a basic ID (consisting of a random string), which is free of charge. This basic ID will appear in the messages you send as Sender ID.
If you want to use a branded or a customised sender ID then you require a LINE Premium ID, which allows you to specify a user-defined Sender ID of your choice.
A LINE Premium ID is charged for annually. Refer to LINE Official Account ID Plans section of the LINE for Business website to see the costs.
To register a payment method and pay for a Premium ID, you will need to go to LINE official Account Manager -> Settings -> Premium ID:
