It looks like perhaps there's something going on with the dashboard at the moment, so you may give it some time and try again later. If you still want to try to test the API now and see if you can make calls, I would try one of the Voice getting started guides I mentioned earlier, and hopefully you might get a more helpful error message that we can troubleshoot.
Otherwise, I would suggest raising a support ticket to get more help with the dashboard.

Hi, I'm sorry to hear you're having trouble. Can you provide a bit more information? Are you trying to use the dashboard interface to make the call or using the REST API or SDKs? And you say you're using the test number, are you calling the phone number you verified on your account?

I use the dashboard interface yes, and the number I want to call is also checked in the list

Did you see a response in the dashboard with the call ID? If you go into the logs page, you should be able to view your call and view that call ID to see the progress of the call and if there are any errors.

I would try to make the call again and see if you see a response and then anything show up in the analytics or logs. You should see a response of some kind even if the call doesn't go through, and then with the response we can troubleshoot to see what the issue is.
If after trying this you still don't see a response in the dashboard, I would try to follow one of the Voice API getting started guides to see if you're still running into issues.
